PASCO COUNTY, Fla. – A New Port Richey man was apprehended on Monday after being seen dragging a dog behind his car on United States Highway 19 in Holiday, according to the Pasco County Sheriff’s Office.
Deputies state that 65-year-old Arlow Lorenzo Phillips was seen by witnesses driving unpredictably, speeding and dragging a pit-bull behind his black 2008 Kia around 9 p.m. on Thursday, Aug. 10.
A deputy said that he likewise saw Phillips driving. The pit-bull remained in a swimming pool of blood at the crossway of Manor Dr. and United States Highway 19, according to the deputy.
Officials state they spoke with Phillips at the scene.

According to authorities, there was a leash connected to the back traveler door through the door jam. The window was totally closed.
The deputy saw that the dog had roadway rash on one side of its body and its paws were seriously hurt.
Witnesses were spoken with and verified what the deputy saw, according to authorities. Witness informed authorities that the dog was growling as it was being dragged.
On Monday, Aug. 14, deputies called Phillips for a 2nd time. Authorities state they went to his home around 7 p.m. after seeing him drive the very same car.

Deputies performed a traffic stop since they understood his license was withdrawed because 2007. Phillips has 7 convictions for driving while license withdrawed or suspended (DWLSR) and previous DUIs, according to authorities.
Deputies state they apprehended Phillips and he read his rights. They questioned him about the occurrence including the dog from earlier in the week.
He informed authorities that he purposefully connected the dog to the car since it was too hot for it within, because the air conditioner was broken. He confessed that he ignored the dog while driving on the highway and said that he had actually killed him, according to deputies.
Phillips informed authorities that he took the dog to an emergency situation veterinarian. When detectives called the veterinarian, they said that Phillips informed them that the dog was struck by a car.
Deputies apprehended Phillips for cruelty to animals and DWLSR.
