COATESVILLE, Pa.A Coatesville resident is dealing with a slew of costs in reference to what the Brandywine Valley SPCA is looking a heinous case of animal abuse and neglect.

It all began once they received a name for assist for a stray canine and somebody approached them with a tiny maimed kitten, asking for assist.
