HOLMES COUNTY, Ohio — The Holmes County Dog Warden’s Department is trying to find somebody who, it stated, has been seen on safety footage outdoors the Holmes County humane society – illegally dumping dogs, leaving them within the chilly for hours with out meals, water, or shelter.
