Prineville man who presumably shot, killed next-door neighbor’s dog detained after standoff, CERT call-out

PRINEVILLE, Ore. (KTVZ) – An intoxicated 65-year-old Prineville man who presumably shot and killed a next-door neighbor’s dog and threatened a next-door neighbor declined to come out of his home Monday night, triggering a call-out of the Central Oregon Emergency Response Team up until he gave up and was apprehended, cops said.

Officers were dispatched around 6:40 p.m. to the report of an intoxicated male who simply shot and killed a dog and threatened a next-door neighbor in the location of NW Seventh and Ewen streets, Lt. Shane Wilson said.

Witness reports suggested the man was inside his home and was still equipped.

Wilson said Prineville Police and Crook County constable’s deputies reacted and attempted to get the man, recognized as Jeffery Thrasher, to come out, however he declined to comply or react to officers.

Due to the nature of the call, the Central Oregon Emergency Response Team was contacted and reacted to the home, the lieutenant said.

CERT workers and mediators communicated with Thrasher and he was apprehended a brief time later “without further incident and without injury,” Wilson said in a press release.

A search warrant was given for the home, he said, and cops discovered a number of weapons and ammo.

Thrasher was required to the Crook County Jail and lodged on charges consisting of first-degree animal abuse, illegal usage of a weapon, enormous, second-degree disorderly conduct and recklessly threatening another. He was arraigned Tuesday afternoon on preliminary official charges of first-degree exacerbated animal abuse and animal abuse, second-degree disorderly conduct and illegal usage of a weapon.

Prineville Police thanked the Bend and Redmond cops department, Crook and Jefferson County constable’s workplaces and Prineville Public Works Department for their help at the scene.
