SPRINGFIELD Tennessee (WSMV) — State legislators said it might be time for brand-new guidelines surrounding puppy breeding in Tennessee after another family concerned WSMV4 Investigates with issues surrounding a Robertson County breeder.

A week after the Jackson family brought their puppy home, Remi passed away at the veterinarian.

“Every time I think about my daughter crying the way she did. It was anytime we would bring her name up,” Tiffany Jackson said.

Paperwork from the vet said Remi had lice and crusting. She was sluggish and not consuming. Remi weighed less than a pound. The documentation kept in mind, “this dog should not have been adopted out at six weeks.”

“The doctor came in, and that is when the news started,” Jackson said. “He was like ‘who sold you this puppy?’”

They purchased the puppy from Julia Schklar. Schklar owns Home Style Kennel in Springfield.

Last month, WSMV4 Investigates spoken with another family who said they purchased a dog from Schklar who checked positive for Parvo quickly after.

“I swear my heart dropped,” Jackson said. “I just could not believe this was happening to somebody else.”

Sen. Kerry Roberts, R-Springfield, who represents Schklar’s district, said breeders who satisfy particular requirements should be federally accredited through the USDA. However, there is no state licensure.

WSMV4 asked Roberts if the federal guidelines suffice.

“Probably not,” Roberts said.

Roberts said it might be time to pass legislation that would hold breeders more responsible in Tennessee.

“Things like this always need to be revisited,” Roberts said.

Meanwhile, the Jacksons did get a 2nd dog from Schklar after Remi passed away. That dog likewise required treatment for lice.

When the Jacksons asked Schklar to help pay the numerous dollars in veterinary expenses connected to the 2 animals, they said Schklar stopped reacting.

“I will probably never trust another breeder,” Jackson said. “We will never ever go that path once again.

Schklar supplied no talk about either family’s claims. Roberts advises anybody who has problems with a breeder to make a problem with the Consumer Affairs Division of the Attorney General’s workplace. The AG’s Office informed us they have no problems versus Schklar or her business.
