As a Ramsey County sheriff’s deputy pursued a driver who wouldn’t stop, a 911 call came in. The caller reported that the vehicle the deputy was following had just been carjacked from a woman and she’d been shot in the incident.

The sheriff’s office later determined that the 911 call was bogus, and it came from the fleeing vehicle.

One of the suspects also threw a dog out of the stolen vehicle — intended as another diversion, said Ramsey County Sheriff Bob Fletcher.

The dog, which likely belonged to one of the suspects, was struck by another vehicle and was later found alive, Fletcher said.

“It was extremely chaotic because we thought there was a victim that had been shot at the beginning of this event,” Fletcher said. “Thankfully, as it turned out, there was no victim and it was just the suspects creating a ruse to try to get the police from following them.”

Deputies went out later to look for the dog, followed tracks and found the dog, Fletcher said. They took him to a veterinarian, where it was determined his leg was broken, but he was otherwise OK.

Stolen car

The incident began when a deputy saw a speeding vehicle in the area of County Road C and Little Canada Road in Little Canada about 11 p.m. Monday, and the driver wouldn’t pull over. It was later determined the vehicle was stolen from Brooklyn Park.

Another deputy used a squad maneuver to immobilize the vehicle and two men ran from it in the area of County Road F in Arden Hills. They both had guns in their hands, said Steve Linders, sheriff’s office spokesman.

Two vehicles in the area were then carjacked, which deputies believe was the separate work of the two men from the stolen vehicle, Linders said.

There were two women in the fleeing vehicle and deputies took them into custody. Deputies and emergency responders gave medical aid to one of the woman who appeared to be overdosing, Linders said.

The men weren’t under arrest as of Tuesday afternoon. One of the carjacked vehicles was found unoccupied in Mounds View and the other hadn’t been found as of Tuesday afternoon.
