Ontario’s Provincial Animal Welfare Services, or PAWS, is investigating after an emaciated canine was present in Welland.
Officials say the feminine, shepherd-type, canine was discovered final week close to Elizabeth Street and Niagara Street, with its ribs and backbone seen, and a flea infestation.
The canine, barely in a position to walk, was taken to the Niagara SPCA’s Welland shelter, and gave start to puppies days later.
While some dogs had been stillborn, others survived and are in foster care, given the mom’s weak situation.
