RSPCA Inspector Nicola Thomas will lead the investigation into the incident.
She stated: “This was an especially upsetting discovery for somebody to make.
“The poor kitten was cruelly disposed of.
“We don’t know the way he died, if he was placed within the bag earlier than or after dying, or how he ended up on this location.
“The person who discovered him believes he might have been thrown from a shifting automobile.
“He had blood seen on his face and leg.
“He was scanned for a microchip however none was discovered.
