WARREN — Trumbull County commissioners on Wednesday said they are seeking to move the Trumbull County Dog Pound to about 20 acres on the northwest part of the Animal Welfare League’s property in Vienna.

During the conference, Commissioner Mauro Cantalamessa said the preliminary conversations in between Trumbull County and the AWL were fixated the capacity for a “$1 per year, 100-year” lease.

Because the Vienna property would end up being a mix personal / public entity, Cantalamessa said among the very first things that would be done is resurfacing and restriping of the parking area, which would be shared by both entities.

While both companies will protect and secure domestic animals, synchronised usage of the space can stay, as long as both celebrations promote their end of the deal, the commissioner explained.

“At the end of the day, this is going to be a complex,” Cantalamessa said. “It’ll be sort of a one-stop shop for adoption and care for dogs in Trumbull County. So, if you don’t like a dog fom the Trumbull County Dog Pound, you can adopt one from the Animal Welfare League. It’ll be a true collaborative effort.”

The very first effort to discover a website to house both celebrations was arranged 4 years earlier, according to Cantalamessa and fellow Commissioner Denny Malloy. Cantalamessa explained that initial prepare for the pound to be housed with AWL simply didn’t make monetary sense.

“We looked at a property on the west side of Warren, on our fairgrounds and in Warren Township. Whether it’d be zoning issues, community issues, or whatever reasons, those were met with a lot of hurdles and obstacles,” he said.

In addition, citizens in those neighborhoods challenged having a dog pound positioned beside, or within, them.

“We started off with AWL leasing space within the facility,” Cantalamessa said. “But there were some challenges there so we looked at other properties and they didn’t really suit our needs. So, now here we are back to AWL. I know that we can make this work. And I know that it’s going to be a fruitful venture for both the Animal Welfare League and Trumbull County.”

Trumbull County Dog Warden Michelle Goss and Animal Welfare League board President Bob Hotchkiss were not available for additional remark about the proposition.

However, at the conference, Hotchkiss said, “Making a baby is easy to conceive, but sometimes hard to deliver. So, we’re kind of in that stage where it’s hard to deliver, but I think we’re going to get there.”

Phil Pegg, Vienna Township trustee, objected to the prepare for such a center by discussing a previous contract that the town has with the AWL.

“Vienna Township had an agreement with the Animal Welfare League that there would not be any animals housed on the north side of that property,” Pegg said. “Should something like this go forward, we would expect the county to live up to the same agreement that we’ve had with the Animal Welfare League.”

That contract mentioned:

• There will be no dogs housed outdoors.

• There won’t be smells originating from the building.

• Hours should adhere to a C-2 classification for the town, indicating it would nearby 11 p.m.

• Outside lighting should be LED and certified with town guidelines.

Vienna’s zoning is more strict than in other neighborhoods since of guidelines concerning the Youngstown Air Reserve Station.
